Poor impulse control is not a trait uncommon amongst the general "normal" populace.

But poor impulse control is more likely to result in violent outbursts if you don't actually care how much what you do hurts other people.

Emotionally, most people have an extra step, "Convince myself that the enemy doesn't count as a 'real person'" between, "I really wish he'd stop bothering me" and "kill him".

As I understand it a sociopath is someone who doesn't need to bother with that extra step. For a sociopath, "I should not murder him for getting in my way" is purely an intellectual realization. Combine that with poor self control and the sociopath will assault or murder someone for getting in his way or inconveniencing him. Which is bad.

The result is that functional sociopaths are mostly highly intelligent with good self-control, because the other kind is busy serving 30 to life in a prison somewhere.

luckily most sociopaths manage not to kill people that get in there way. It's more likely to be a highly impolite shove overly competitive behavior and minor assaults most people don't bother to report and other incidents that make it hard to make and keep friends, but that isn't seen as such a bad thing because the value of friendship is a function of empathy. actually killing somebody takes effort and the consequences are easy to predict and definitely detrimental even in the mind of a sociopath (even if they believe they can get away with it, it will take a lot of effort) so the vast majority of sociopaths never kill anybody, they just act like utter bastards without crossing the line that would cause them severe inconvenience.

Actually there's another step, one most normally emotional folks don't have: "Is killing him worth the effort?"

Many sociopaths are also pretty lazy. So you have to expend effort ending a life. Then expend more effort covering it up or trying to get away with it. And that doesn't even take a sociopath with above average intelligence, most sociopaths would rather let someone slide than expend the effort correcting them (in whatever form you might think).

It's the smaller percentage of sociopaths that are driven and have just enough of an ego to think they are smarter than everyone else (or tougher, or faster, or bad enough, or whatever) that they can get away it (or even just the non-lazy ones with inadequate impulse control) that end up committing crimes and wind up in jail.

Keep in mind, there are probably more of us than you'd think.

[EDIT]
Damn you zombiekat! Ya ninjaed me somehow. Eh, not worth the effort hunting you down just to shake my fist at you, so kindly imagine I'm shaking my fist in your general direction.
