It sounds like the toughs should be offering backup services to anyone who is detained, or otherwise falls into/within their sphere of influence. Actually providing the "best effort" at keeping prisoners alive and healthy (let alone guests) would require the offer at least. And with toeholds backups would be easy to transfer. A 1cm diameter rod a meter long would carry any needed info and be sent automatically each hour or so.

Does anyone know the name of the story where ftl transport was possible but only through a couple cm diameter ring. If you tried to go bigger bad things happened and there were a couple people sent to try and get another planet to stop their experiments? (The people also had to be sent through the tiny aperture so, meat slurry then reconstruction on the other side was the method of transport)
