Actually it's easy to explain why she missed - she did not have exact data on it's position. Knowing it's down there is not the same thing as being able to see it.

And is anyone surprised that the UNS were building (another) such weapon? They've known how to build "long guns" for over 200 years.

We've actually seen this weapon get fired before. They blew up a small planetoid. Shoot we don't even know how long they had it. The admiralty found it while they were doing a sweep of all the black projects, but it might have been built quite some time ago.

And yes this effectively demonstrates the monumental task that Chinook has set for herself. She might have a lot of resources, but even hitting a target that you know is there somewhere is a big task. Much less finding every long gun in the entire galaxy.

It also demonstrates that Chinook, while a very capable AI, is not omniscient or omnipotent. The UNS has its own AIs, and its own resources. It will probably be a challenge for her to wage war on just them. Much less Petey and every other long gun owner in the galaxy.

Have we ever seen the narrator surprised before though?

I suspect that the AIs inside Chinook's mind managed to throw off her aim somehow.

I wanted to say same thing, but you were quite a bit faster. It's a bit much on the lucky side, with those misses. More likely that someone is messing with Chinook's aim. Hopefully, they are also messing with her perception, so that she doesn't realise she missed.
