Even if Petey doesn't know how to shoot long guns into another galaxy, he has forces in Andromeda, so he can just site his long guns there.

Interesting question: why have they only just now started using Long Guns? They've seen the last round or more of Long Gun warfare, so if they've got the capacity to create and operate them directly or trusted baryonic minions they could've been using them since the start of the Core War. Granted, they might not be able to communicate tactical targeting data personally, but it seems unlikely they'd invent an inter-galactic targeting system without managing at least comparable intra-galactic targeting. And they seemingly weren't using the Andromada core generator at the start of the war, but couldn't have built it from scratch since.

Are they only willing to let their baryonic allies use technology their rivals are already deploying?

The Andromedan core generator seems to have only recently been finished, though I don't feel like looking up the strip in which Petey mentions it being turned on.

As for why the Pa'anuri haven't used long guns before, perhaps they only recently finished construction and calibration of their scope? "Galaxy-sized" sounds like it would take a lot of work.

If it's possible to teraport/holepunch to Andromeda, and you're a super AI, what are the odds you stopped at just one galaxy?

I presume Petey is Von Neumanning the rest of the universe as fast as he possibly can (which might be really slow, if he's gotta rebuild infrastructure at each hop)

What I wonder is, with how much time has already passed in meatspace, how Petey hasn't figured out that he's being targeted himself. If he has the time for playing galactic overlord-slash-gray-eminence, he should have a cycle or two to spare for analyzing the long-gun target patterns.

Ah well...still, here's hoping the psychobear gets taken down a peg. Last two books, he's been failing at treating others as people again.

Petey tends to consistently over-estimate his own abilities (which in part manifests as his overbearing smugness, which leads to everyone wanting to take him down a peg). Him assuming he is invincible at the galactic core and that his enemies cannot effectively target him is part of the hubris he's displayed since he was introduced.

There's also the fact that AIs have been consistently shown to be bad at intuiting conclusions. They can predict things very very well, but organic minds have been shown to better at making leaps of intuition. The Pa'anuri firing at random from an entire galaxy away is not the immediately obvious conclusion to draw from the pattern of long gun hits. It requires some big assumptions about Pa'anuri capabilities when the much more likely conclusion is that someone inside the galaxy is testing their own long guns.
