First off, I have to say, thats just cool. Glowing fishies. :)

But does the article make its point? Should we be concerned about transgenic animals? What are the risks? Who should be the watchdog in this case?

I'm just waiting for them to clone mammoths. I want to go mammoth hunting in Siberia.

I'll go to Siberia some day regardless, but seeing mammoths would be cool.

Although actually returning mammoths to an area that hasn't had them in some thousands of years might upset things a bit.

They won't glow without a UV light on 'em all the time. That wouldn't be very safe- you'll damage your eyes. Actually, I wonder what it will do to the fish... 8O

I do like the idea though. I'd get a few if I had my fishtank going. It's not like these things could escape and destroy an ecosystem. If anything, they have a maladaptive trait there- they're more visible under certain conditions.
