White mates in one move. It's White's move, and the board is arranged in the typical manner (White's 'home' side towards the bottom, Black's towards the top). Standard international tournament rules are in effect.

So how does White win the game?

"Worst Chess Game Ever" <-- I don't really get the topic.
It looks like Rook KB7-xQ7 is checkmate, with two rooks, a pawn, and a bishop participating.
What am I missing that leads this to be a "worst game ever"? Unless you mean the possible sequence of moves that would lead black to get into such a terrible board position.

Yes, black is playing terribly in this chess game.
And the rook at KB7 can't move from its current position, as Black's bishop has it pinned.
...oh ha ha.
b5-c6 captures c5 en passant. pawn at d7 is pinned by f7, c6 is protected by king at d5, {a,b,c}8 is held by rook at d8, a6 held by queen at c4, b6 protected by bishop at a5, c7 held by either b6 or d6.
