I just figured this would be fun. It does serve a purpose, and has been tested somewhat. It's pretty easy, but I chopped out a small piece that would make it too easy

I just wanted a change from the usual ciphers. Can't participate in those.

So anway, the purpose: What is it? What's it do?

okay then it's looking for a string which may or may not have a user:pass@www.site.com:port format and which MUST have either a /directory OR a %[hex number] followed by an asterisk after.

Nah, but that's extremely close:
It's a to-the-letter representation of http:// URL protocol

[<user>[:<pass>]@]<host>[/directories][?<querystring>]

the %2 you caught is actually a way to see if a character is alphanumeric OR is it a %XX hex encoding of one.

Note that it's very strict about what characters go where, and should fit every URL known to man. =)
